Supporting the delivery of complex rail infrastructure projects through collaborative project management, engineering coordination and structured programme delivery.

As part of Network Rail’s CP5 Southern Multi-Functional Framework, VolkerFitzpatrick and Atkins worked together to deliver infrastructure improvements across the Anglia Route. JBA project consultants supported projects from early feasibility through construction and handover, helping coordinate multidisciplinary teams, manage risk and maintain delivery momentum across a complex rail environment.

Project Description - Supporting Rail Projects From Feasibility to Handover

Network Rail’s Anglia Route Collaboration framework covered a broad range of infrastructure improvements delivered across an active railway network.

Individual projects varied significantly in both scale and complexity, ranging from approximately £50,000 to £40 million.

The programme included works such as:

  • Platform extensions
  • Station enhancements
  • Footbridges
  • Bridge improvements
  • Embankment upgrades
  • Other multidisciplinary rail infrastructure projects

JBA project consultants worked within the wider VolkerFitzpatrick and Atkins delivery team, providing project-management support across the full lifecycle of individual schemes.

From feasibility and planning through construction, commissioning and handover, the focus was on maintaining control, improving communication and helping multidisciplinary teams work effectively toward shared programme objectives.

The Challenge - Coordinating Multiple Projects in a Live Rail Environment

Delivering infrastructure improvements across an operational railway presents a unique set of challenges.

Designers, contractors, Network Rail teams and specialist disciplines all need to work together while maintaining safety, programme control and continuity of rail operations.

Each project carried its own technical, operational, commercial and scheduling risks, while the wider framework required consistent standards and effective collaboration across many different stakeholders.

The challenge was therefore not simply to deliver individual projects.

It was to create a working environment where multiple organisations could collaborate efficiently, identify issues early and continuously look for opportunities to improve programme performance.

JBA's Approach

End-to-End Project Support

JBA consultants supported projects throughout the full delivery lifecycle, helping maintain continuity between feasibility, design, construction and handover. This helped ensure that programme requirements, project risks and stakeholder priorities remained visible as work progressed.

Collaborative Delivery

The framework applied BS 11000 collaborative working principles alongside the NEC3 contract model. This encouraged transparency, shared problem-solving and stronger working relationships between the organisations involved in delivery. Rather than operating as separate contractual parties, the teams were encouraged to work toward shared programme outcomes.

Programme & Commercial Focus

BA helped support a structured approach to programme performance, commercial awareness and continuous improvement. This allowed the wider team to identify efficiencies across the framework rather than treating every project as an isolated piece of work.

Results & Impact - Creating Value Through Collaboration

The collaborative delivery approach helped identify approximately £10 million in potential efficiencies across the programme.

The wider framework represented approximately £500 million in value, with individual projects ranging from roughly £50,000 to £40 million.

The performance of the delivery team also received external recognition, with the framework receiving NEC Contractor of the Year in 2015.
